    Initial Overall Project Control Programme

    burswood programme pic.JPGFrom information available and in conjunction with interested parties, jca would prepare an overall project programme which would set realistic timing and sequences for documentation, relevant authorities approvals, relevant staging, pricing through construction fit out and commissioning including Client allowances to demonstrate the total time required and to ensure it falls within acceptable limits and that the requirements of all concerned are achievable.

    Prepare and develop programmes for each phase of design through to contract documentation, including preparing time scale schedules for each discipline involved. During the above we would comment on materials, construction methods, build-ability, timings and generally provide advice and liase on all matters and alternatives pertaining to the timely completion of the various phases of the project.

    Client / initial operator input and decisions would be highlighted with relevant information required and sequence of documentation to achieve completion by the due date to ensure tenders are arranged as scheduled.

    The format of the reports and programmes would be agreed with the project team. It would be our intention during all phases to tailor the reports and programmes to suit the needs of individual recipients.

    These Programmes would be modified and updated on a regular basis as additional information becomes available.

    We will attend relevant meetings as required and contribute to these meetings with information and suggestions on all matters pertaining to the timely progress of the works. We would also prepare exception reports, presenting them at these meetings.

    We would also develop individual project specification clauses for the contractors programming requirements, to be included in the contract documents.

    Pre-Tender Programming

    From documents available at the time, jca would prepare detailed critical path construction programmes. These programmes would give a detailed picture as to the overall requirements and staging necessary to complete the works including possible forward works and would demonstrate if critical resources are necessary.

    From this detailed programme a summarised form would be provided as an outline construction programme for inclusion with the tender documents.

    Contractors Programme Review

    We would review and comment on the construction programmes prepared by the contractors which should be computerised and highlight the critical path, milestones, activity durations, early and late start and finish dates, relevant activity float and logic. Sub contractors programmes would be used to assess progress and review any contractor’s claims for extension of time and what, if any, impact on programme if a major variation occurs.

    Site Inspections, Monitoring & Reporting

    Regular progress reports would be prepared to include narrative, current status of the works, early warning of likely problem areas, suggestions for recovering from delays, works that should have started but have not and their effect on completion, imminent off site requirements and work completed during the last period, status page showing contract time expended, extensions of time claimed versus granted, completion date forecasting and other relevant project formation. The progress reports will be presented at the relevant meetings.

    Progress would be recorded against the builders agreed construction programme and analysed to determine actual against schedule, critical activities and likely problems areas highlighted, current float (held, lost or gained) since the last report so that trends can be identified and if necessary action taken.

    ADDITIONAL SERVICES OFFERED TO CONTRACTING FIRMS

    Tender

    jca would prepare indicative works programme for construction activities. This indicative programme will be finalised and provided to the contractor for their tender purposes.

    Pre Construction

    Further to the tender programme, jca would provide a detailed construction programme format, which would be agreed/approved by the Contract Superintendent within the specified working days from Acceptance of the Tender.

    In accordance with most specifications, the programme would be a critical path network (in gantt or Pert form) prepared using computerised programming software and highlight the critical path, milestones, activity durations, early & late start and finish dates, relevant activity software used, floats and logic. The final layout to be agreed with the Builder’s Site Management team.

    The programme would be sufficiently detailed, sorted, filtered, and coded by level, trade, area and stage etc.

    jca is also able to analyse people, equipment and materials needed to complete a project (its resources). jca would establish the available supply or limit the unit of measure of each resource and can track costs and/or revenues as your schedule progresses. jca will also define the cost of using each resource (per unit of measure) and/or the revenue earned (as in time-and-materials billing). You can also define specific amounts of money as lump sum resources.

    jca can combine information from the resource definition and the assignments to calculate resource requirements, over allocations, costs, and revenues. jca can even use resources to help calculate a schedule by indicating that some durations of some activities depend on the resources assigned to them.

    During Construction

    Updates, Site Inspections & Reporting

    Following regular site inspections, jca would update the programme. Progress (and/or resourcing if required) would be analysed to determine actual against scheduled, critical activities and the likely problem areas highlighted, current float situation shown (held, lost or gained) since the last report so that trends can be identified and if necessary, action taken.

    jca would provide fortnightly or monthly updates with brief progress reports which would include, current status of the works, early warning of likely problem areas, suggestions for recovering from delays, works that should have started but have not and their effect on completion, imminent off site requirements and work completed during the last period, status page showing contract time expended, extensions of time claimed versus granted, completion date forecasting and other relevant project information.

    For projects that are staged and/or have multiple separable portions, reports would be tabled to reflect not only the overall project position/status, but also for each separable portion.

    Depending on the regularity of site inspections required for the project, jca could also provide an accurate as-Built programme of the works.

    Project Co-ordination

    Although not providing full Project Management or Building Contractor services, jca also provide experienced contract coordination personnel to coordinate the delivery of specialist equipment, plant etc for and on the clients behalf.

    jca’s team have recent experience in the coordination of hotel FF&E procurement and have worked directly with developer/builders, to successfully coordinate the procurement an installation.
